The fancy cut rubies here seem to glow from within. They, along with the old mine cut diamonds, were dug from the earth and shaped sometime before 1820, when we estimate this ring to be made. The stones are set in silver with a rose gold hoop, which we expect to see from the end of the Regency period (White gold and platinum hadn't yet become a THING in jewelry.)
