It seems likely (but not definite) that these hawks represent the Paton family of Scotland. The Paton crest is "a sparrow-hawk, perched, ppr. [proper]" and their motto is "Virtus laudanda" "Virtue is praiseworthy"." These particular birds were useful, too - one holds a watch-winding key, and the other, a sardonyx wax seal.
